The story of Wai Ching, who immigrated to America with her mother in 1922. They were interned at Angel Island under the American immigration laws of the time. The novel describes the life of Wai Ching and those of thirty other Chinese women as they awaited permission to be allowed into the country. Their lives had happy moments but also sad ones. There was desperation, but also strength and dignity.

In the story, there is love between mother and family, friendship in its most human sense, love of country and one's own people. The existence on Angel Island represents real life. The reader is brought close to these women, and is inspired by their example.
